Dili, November 16, 2024 (Média Democracia) – The Secretary of State for Regional Development progress for decentralization based on the MAE green book that has initiated decentralization.
Secretary of State for Regional Development, Matéria Wilfridos dos Santos said that now administrative decentralization has begun and also the delegation of work of several institutions has been handed over to the Municipalities.
“Based on the competences that exist in Law No. 84 and 82 for Atauro and many processes that have been started, I think in the preparation of which 19 work delegations have been handed over to the Municipal Government and the autonomy to work in the Municipal Government, I think this is an institutional progress that we have started now.” said Secretary of State Matéria Wilfridos
He said, the Secretary of State for Regional Development himself will try to take priority to realize the Camara municipal election which will be held in 2027.
“Therefore, I think the conditions of 2024, 2025, 2026 are a big job to then be able to complete the requirements that must be met by each municipality so that in 2026 we can conduct a minimal assessment so that if the municipality that meets the requirements can conduct the Camara election in 2027,” he said.
He added that conditions in each municipalities had met the requirements, especially in the three sectors that were important indicators.
“Infrastructure, economy and social, I think these are important key factors, how with the competence of the authorities based on the law, they start with these conditions, determine priorities and include them in the 2025 and 2026 finances,” he added.
He continued, the process is still ongoing, the National Team also assists and helps the work of municipal authorities and villages officials.
“To see the function of the city authority, the work of the post-authority and also our community leaders, I think the progress we have made with a lot of legislative politics to see the competency of the employees’ work and the conditions related to the economy and social,” he said.
Meanwhile, the work process of the Secretary of State for Regional Development shows positive signs because in 2024 it will be implemented with Law Number 84 which will determine the authority of municipalities.
Although political competence does not yet exist, administrative and financial competence already exists so that it can help local governments to build local decentralization authority in 2026.
