Dili, September 26, 2024 (Média Democracia) – The Civil Protection Authority (APC) signed a cooperation agreement between Cruz Vernelha Timor-Leste (CVTL) to work together to overcome natural disasters that occur in Timor-Leste. The activity was held at the APC hall, Caicoli, Dili, on Wednesday.
In the discourse of the Secretary of the Civil Protection Authority (APC), Domingos Mariano Reis greatly appreciated the presence of CVTL, because as we know that climate change is a world issue, therefore the government collaborates with partners to respond to disasters that always occur in Timor-Leste.
“We know that climate change and natural disasters are world issues, therefore the IX constitutional government appreciates the actions taken by CVTL against the disasters that occurred in Timor-Leste, so the organization that collaborates with APC is CVTL. The government has delegated competence to the Secretary of the Civil Protection Authority to plan, consolidate and implement government policies, this competence is to strengthen cooperation between APC and national and international partners, this is very important because the government itself still lacks human resources to respond to all needs, so we must strengthen cooperation with partners, because they will support when natural disasters occur.” Said the Secretary of the Civil Protection Authority, Domingos Mariano Reis
He emphasized that the signing carried out by APC and CVTL can guarantee and provide sustainability for national development, so that we will be safe from natural disasters through the plans and actions carried out by APC, therefore as the third pillar of the national system with its two very important programs to ensure the national security system and institutional development.
On the other hand, the Secretary of Cruz Vermelha Timor-Leste (CVTL), Luis Pedro Pinto said in his discourse that the collaboration with APC is to strengthen the community whose resilience greatly requires everyone’s contribution because Timor-Leste is very vulnerable to disaster events such as storms, rain, wind, long summers, floods and others.
“Timor-Leste is vulnerable according to many experts and poses a threat to our country and people, see the fragile topography and infrastructure from events such as storms, rain, wind, long summers, floods and others that often occur in our country, Timor-Leste is also vulnerable to earthquakes and tsunamis even though they do not actually occur. To continue strengthening disaster risk management in communities whose resilience is in great indeed need our collaboration.” Said the Secretary of CVTL
He continued, he was very proud that APC signed a memorandum of understanding to collaborate with CVTL so that the compromise would be more mature based on the existing mission and vision to reduce disaster risks in Timor-Leste.
“We, CVTL greatly appreciate the cooperation of APC, CVTL is ready to collaborate with the APC team to carry out the mission and vision to advance and build a resilient community in Timor-Leste through collaboration with all parties in order to reduce disaster risks in Timor-Leste. CVTL is pleased to sign a memorandum of understanding to elevate our partners to the next level, therefore CVTL compromises to collaborate with APC to maintain collaboration, in this note we focus on preparation and how to create resilience for the community including cooperation in disaster and humanitarian crisis issues.” He added.
He added that collaboration of everyone can cover the gaps, because we are aware that many disasters that we have faced, APC and CVTL believe that collaboration is a better way to overcome the obstacles we face, CVTL collaborates with many partners at the National and International levels to prepare to respond to emergency disasters that occur in our country.
